I asked the same question about a week or two ago.....

Choose the "rounded rectangle tool" then play with the "radius settings" until you get the shape you want.

Yay me... LOL!!!!!

He is using PSP, but in PhotoShop you use the rounded rectangle tool and set the roundness of the corner ratio in the top toolbar when the tool is selected.  About 12px for the corner ratio would create the rounded profile like he is using.  :cheers:

Its the same in Paintshop Pro  except it comes under the effects tool you select square or rectangle then a toolbar shows up and you select your radius might want to use some anti-aliasing if you want smoother edges .
Another overlooked tool is the magic wand this tool can perform allot of functions that most beginners are not aware of I know I wasn't when I first started . :cheers:

I didn't miss any I just could figure out which one  he was talking about I just took over lesmonds job off putting them up top and I have not got around to putting the rest up top yet I am only putting them up top at night when I have more time . :cheers:
